First Prize, Competition

A series of curved plans and volumes, clad in glass and granite, unfold across the site to create dynamic and sensual forms that promote a new dialogue with the city. Standing at the edge of a major boulevard, the building is conceived to furnish a focal point among the civic and cultural buildings of the city.

The 9,000 square meter office building includes a transparent office wing and an opaque training and conference wing, organized around a central space. On the ground floor, an open air plaza created beneath the roof at the building's entrance connects through a public lobby to a 600 square meter, double height, independent volume used for social and cultural events.

The building conveys a sense of openness to the city, while enclosing a mix of open public and semi public spaces, private offices, a training and educational center, and underground parking.

The building is designed to be green through a series of integrated systems. Solar shading systems and high performance glass facades regulate light and heat across the envelope. Technical rooms are positioned on the south elevation behind a vegetal screen to reduce heat exchange. Natural ventilation and infiltration are achieved through the central stair by means of the stack effect, while photovoltaic and solar panels contribute to overall energy saving.
